Christine Roy - Managing Partner

Christine is a senior human resources professional with both private and public sector work experience.  She has built a sold reputation for designing, developing and implementing human resources programs that have resulted in significant organizational change.   She has a strong capacity to build teams and engage a multitude of stakeholders in addressing broad organizational issues. 

Christine formed HR Referencing Services in 2008.  Previously, Christine was with the Ottawa Police Service for over 11 years and was promoted in 2001 to the position of Director of Human Resources.  In this role she helped the organization to deliver on it’s commitment to becoming the Policing Employer of Choice for all in Canada.  Under her leadership, the HR team developed and implemented internationally recognized programs such as the Ottawa Police Service’s Attendance Enhancement Program, and played a key role in implementing the Strategic Staffing Initiative. This resulted in the addition of 200 new positions to the organization. As the Director she has been responsible for all aspects of human resource services including: Recruiting, Health, Safety and Lifestyles, Compensation, Benefits, Labour Relations and Organization Effectiveness functions for both sworn and civilian personnel.  She has a strong commitment to diversity and principles of equity for all and was a key player in the Services’ Outreach Recruitment Program and Respectful Workplace Program. 

Christine has worked successfully with a variety of partners including Boards, Executives, Managers, Employees and Unions.  She has successfully negotiated collective agreements and managed complex and sensitive employee/labour relations issues. 

Prior to joining the Ottawa Police, she was with Gandalf Technologies where she provided human resources services to a wide range of clients including engineering, manufacturing, sales and marketing in both Canada and the United States.

Christine holds a Bachelor of Commerce Degree from the University of Ottawa with a major in Human Resources Management and a minor in Law
